Scotch™ 13 is a soft, black rubber tape made from semi‑conducting ethylene propylene rubber (EPR). It offers low resistivity, high elongation, and stable conductivity over a wide temperature range, making it suitable for high‑voltage splicing and terminating applications. The tape meets ASTM‑D‑4388 Type IV requirements and is compatible with most solid dielectric cable insulations.
The tape can be used indoors or outdoors, in rolled or half‑lapped layers, and is designed for a 5‑year shelf life when stored at 70 °F and 40‑50 % relative humidity. It is supplied in a 3/4‑inch × 15‑foot roll and is available through authorized 3M electrical distributors.

The tape is rated for a nominal 90 °C and can operate at an emergency cable temperature of up to 130 °C.
Stretch the tape 25 % of its original width, place probe points one inch apart, and measure with an ohmmeter; the resistance should be 10,000 Ω or less.
The tape has a 5‑year shelf life when stored behind present stock in a clean, dry place at 70 °F and 40‑50 % relative humidity.
