This is a photo tachometer that can measure RPM and linear surface speed.
The Extech Model 461995 Laser Photo/Contact Tachometer is designed to provide both contact and non-contact RPM and linear surface speed measurements. The device features a laser pointer for accurate long-distance photo tachometer measurements and a rotating ring for contact measurements.

Slide the rear battery compartment cover off, replace the four 1.5V AA batteries, and replace the cover.
