Yes, you may paint it, but it is suggested to lightly scuff the surface with 400-grit sandpaper before painting to ensure adhesion.
Make pedestals from 1/4" balsa by cutting two pieces 2-1/2" x 2-1/2" and gluing them to the underside of the seat.
