The z/OS Communications Server OSIMGMT Health Checker for APAR OA57753 describes how to check whether the VTAM OSIMGMT functions are in use on this system. If this check determines that the VTAM topology agent is in use on this system, it will continue to be reported for the duration of this IPL, or for long as this Migration Health Check is active. When this exception condition is detected, message ISTM038E is issued.
