This document is the updated edition of the Convention Manual of the Universal Postal Union, which includes the latest provisions of the Universal Postal Convention revised by the Istanbul Congress in 2016, the second Extraordinary Congress in 2018 and the third Extraordinary Congress in 2019. The Manual is designed for postal administration, postal service providers, postal operators, postal business users, scholars and other interested persons.
