This manual is the official commentary on the Universal Postal Convention and the Regulations, including the provisions of the Universal Postal Convention as revised by the 2016 Istanbul Congress, the provisions of the Regulations as revised by the POC at both of its sessions in 2017, and the commentary made by the International Bureau.
